III. Purpose

The purpose of this policy is to: 1) provide Henry Ford College (HFC), its students, faculty, staff and community with easy access to the approved College Board policies and procedures that govern its operation, 2) ensure they are presented in a consistent and understandable format, and 3) that any new policy, or change to an existing policy, follow a consistent format and process and they are consistent with Board of Trustee policies.

IV. Policy Statement

The Board shall establish Board Policies for the operation of the College in compliance with applicable laws, College procedures and collective bargaining agreements.

All Board policies and related procedures shall be published on the HFC webpage and shall be written in understandable terms, follow a consistent policy format as set forth below, and comply with applicable laws and regulations. Proposed new policies and proposed revisions to an existing policy must comply with the Policy Format and follow the related procedures for issuing a new or revising an existing policy or procedure. Policies and procedures shall be periodically reviewed and modified as needed.

College Board policies are intended to address general governing policies. Intra department or unit policies and procedures may be implemented as long as those policies and procedures do not conflict with the governing policies of HFC, a Collective Bargaining Agreement, or law or regulation.

All policies and procedures must be consistent with the HFC Board of Trustees policies.

V. Definitions

  1. College Board Policy: A principle, rule or objective adopted by HFC’s Board of Trustees designed to guide and support the general goals and accepted practices of the College, in compliance with all applicable state and federal laws, rules and regulations.

  2. New College Board Policy: A policy on a subject that the Board of Trustees has not previously approved.

  3. Procedure: Procedures are the means to carry out policy objectives.

  4. Policy Format: the following format shall be used for all College policies, whether new or revised:

IV. Responsible Party for Interpretation/Review

Proposed revisions to an existing College Board policy should be submitted to Special Assistant to General Counsel and Vice President of Legal Services. New policies are to be submitted in electronic format. For operational efficiency, title changes, name changes, and/or modifications to URL (web links) may be amended as necessary without formal Board approval.

The proposed College Board policies will be administered and enforced by the appropriate department and the General Counsel once applicable Board of Trustee approval is obtained.
