3700 Policy on Compliance with Federal and State Laws, Rules, and Regulations
It is the policy of the HFC Board of Trustees that all Trustees, administrators, faculty, and support staff fully comply with all federal and state laws, rules, and regulations in the performance of their official duties.
This includes, but is not limited to, federal regulations regarding lobbying and supplanting of funds.
No federal appropriated funds will be paid by or on behalf of Henry Ford College or its employees to any person for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of Congress, or an employee or a Member of Congress in connection with the making of any federal grant, the entering into of any cooperative agreement, and the extension, continuation, renewal, amendment, or modification of any federal grant or cooperative agreement. If any funds other than federal appropriated funds have been paid or will be paid to any person for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with this federal grant or cooperative agreement, the College shall complete and submit Standard Form LLL, "Disclosure Form to Report Lobbying", in accordance with its instructions. The College shall require that the language of this certification be included in the award documents for all sub awards at all tiers (including sub grants, contact under grants and cooperative agreement, and subcontracts) and that all sub recipients shall certify and disclose accordingly.
Federal funds received under the Carl D. Perkins Vocational and Technical Education Act of 1998 (the Act) shall be used to supplement and increase (to the extent reasonable) the amount of state and local funds that would, in the absence of such federal funds, be made available for the use specified in the Act, and in no case supplant state or local funds.
