No employee or member of the Board of Trustees shall be a party to or have substantial interest in any contract with the College where the employee or Board Member is involved with the decision to purchase goods or services.

Except as stated in the "Exceptions and Guidelines" provisions, an employee or Trustee may not solicit or accept, directly or indirectly, any gift, gratuity, favor, entertainment, or loan; opportunity to purchase an item at cost, discount, or bargain price, unless such opportunity is available to all employees; or other thing of monetary value from a person or entity which:

A. has or is seeking to obtain contractual or other business or financial relations with the College;

B. conducts operations or activities that are affected by the College; or

C. has interests that may be substantially affected by performance or nonperformance of the employee's official duty or by a Board Member's vote or efforts to persuade other Board Members to vote in a given manner.

Exceptions and Guidelines

Employees or Board members may accept gifts, entertainment, and food when the circumstance make it clear that obvious family or personal relationships are the exclusive factors.

Employees or Trustees in attendance in their official capacity, either as active participants or District representatives, at organized functions which have been considered appropriate and important ones to attend because of the recognized benefits of such attendance to District operations, may accept food and refreshments of nominal value on infrequent occasions, acceptance of food, refreshment, and entertainment of nominal value on infrequent occasions in other situations where there is no organized function is permitted when such action occurs in a setting where discussions involving, or beneficial to, the District may occur.

Employees or Trustees may accept unsolicited advertising or promotional material, such as pens, pencils, note pads, calendars, and other items of nominal intrinsic value.
