To delegate certain Board authority to the President of the College
IV. Policy Statement
The President shall strive to achieve College goals by providing educational direction and supervision to the professional staff, supervision to the support staff, and by acting as a proper model for staff and students both in and outside the College.
Duties and Responsibilities
The President shall be directly responsible to the Board of Trustees for the performance of the following general duties and responsibilities:
A. Ensure that all aspects of the College operation comply with federal and state laws and regulations as well as Board contracts, agreements and policies.
B. Ensure proper management of all College resources including financial, human and physical resources.
C. Seek additional financial resources from both public and private sources for funding of expanding institutional needs.
D. Provide overall academic leadership of the College and assess the effectiveness of instructional offerings, student services and general operations.
E. Supervise strategic and long-range planning in a manner that involves representatives of major college groups.
F. Oversee development and improvement of academic offerings and student services and ensure that developments and improvements are consistent with the College mission and goals, appropriate accreditation standards, and are responding to a changing educational market.
G. Assign professional and support staff and allocate resources to achieve the maximum benefit toward the attainment of the College mission and goals.
H. Valuate the efforts of professional and support staff toward the attainment of College goals and objectives and recommend changes in personnel and staffing patterns based upon such evaluations.
I. Recommend to the Board negotiation goals and strategies and the negotiating teams for collective bargaining with certified and/or recognized unions and employee units.
J. Work cooperatively with a variety of constituencies including the Board, College professional and support staff, students, business, labor, and educational, community and governmental entities.
K. Work with a diverse student population and a representative student government and a representative alumni association in a sensitive and positive way.
L. Oversee marketing of offerings of the College so that opportunities are maximized and that the overall institutional image is enhanced.
M. Strive toward the highest standards of personal conduct and create a College environment characterized by openness, fairness, trust and commitment to excellence.
N. Except as otherwise required by Board of Trustees (“Board”) policies and union collective bargaining agreements, the Board delegates to the College President authority to hire for all College hourly wage positions and all College salaried positions at the Assistant Director level and below. Prior Board approval is not required for the President to hire for these positions. The President retains the right to make employment decisions regarding positions, employee retention, and employee termination, in compliance with any applicable collective bargaining agreement.
When circumstances warrant other appointments without delay, the President may make the employment appointment after receiving the consent of the Board Chair.
The President will inform the Board five (5) calendar days in advance of the hire date of employees hired pursuant to this policy.
