0171 Officers

0171.1 Board Chair

The Chair of the Board shall:

  1. preside at meetings of the Board;

  2. perform other duties appropriate to the Office of the Chair.

0171.2 Vice-Chair

The Vice-Chair of the Board shall:

  1. preside at meetings of the Board when the Chair is not able to attend;

  2. perform other duties appropriate to the Office of Vice­ Chair as the Board determines;

  3. in case of a vacancy in the Office of Chair, succeed to the Office of Chair for the balance of the unexpired term.

0171.3 Secretary

The Secretary of the Board shall personally or by delegation:

  1. act as clerk at meetings of the Board;

  2. record and sign the minutes of meetings, orders, resolutions, and other proceedings of the Board in proper
    record books;

  3. be the chief election officer of the District with authority to delegate election duties to a member of the administrative staff;

  4. prepare the annual report of the District and other reports required by the State Board of Education;

  5. draw and sign orders upon the District Treasurer for money to be disbursed by the District and each order shall be properly numbered and dated, shall specify the sources of the funds called for, the purpose for which, and the fund upon which the order is drawn;

  6. perform other duties required by law or by the Board. M.C.L. 380.123, 380.243

0171.4 Treasurer

The Treasurer of the Board shall personally or by delegation:

  1. keep the funds of the District;

  2. keep proper books of account;

  3. keep an account of interest received from invested school funds, and credit interest received to appropriate fund accounts;

  4. pay out funds for the purposes specified by law, or, in the case of gifts or donations for the purposes for which the money is given or donated, on proper orders signed by the Secretary and countersigned by the Chair of the Board;

  5. perform other duties the Board may prescribe in its bylaws relating to the administration of District funds.

0172 Legal Counsel

The Board may employ an attorney to represent the District or Board in actions brought for or against the District and to render other legal services for the welfare of the District.

The Board of Trustees shall select legal counsel to represent the Board in all matters upon which the Board determines legal counsel would be of assistance.

0173 Independent Auditor

The independent auditor shall:

  1. examine the balance sheet of the District at the close of its fiscal year and the related statement of transactions in the various funds for the fiscal year then ended;

  2. conduct such examination in accordance with generally accepted auditing standards and include such tests of the accounting records and such other auditing procedures as are necessary in the circumstances.

  3. render an opinion of the financial statements prepared at the close of the fiscal year;

  4. make such recommendations to the Board concerning its accounting records, procedures, and related activities as may appear necessary or desirable;

  5. perform such other related services as may be requested by the Board.

0174 Reports

The Board shall publish a financial report and an annual report. In addition, the Board shall publish other reports it deems necessary to keep the community and governmental authorities adequately informed about the operation of the
District.

0175 Association Memberships

The Board of Education may maintain membership in the National School Boards Association and Michigan Association of School Boards and the Michigan Community Colleges Association and may take part in the activities of these groups.

The Board may also maintain institutional memberships in other educational organizations which the Superintendent or College President and Board find to be of benefit to members and District personnel.

The materials and other benefits of these memberships will be distributed and used to the best advantage of the Board and staff.

0175.1 School Board Conferences, Conventions, and Workshops

The Board recognizes the value of membership and attendance at conferences and meetings at the local, county, state, and national levels.

Attendance at local, county, state, and national workshops and conferences is encouraged.

Each Board Member is expected to report back to the Board after attending a conference at District expense.

Travel and personal expenses of spouse, children, or other guest traveling with a Board Member shall be the responsibility of the Board Member or of the individual.

Expenses for convention functions will be borne by the District within budgetary limits.

Requests for travel advances by Trustees shall be presented to the Board Treasurer for approval before any money is disbursed. In the absence of the Treasurer, the request shall be presented to either the Board Chair, Vice-Chair, or Secretary. The Board Treasurer shall secure approval for his/her own advances from another Board Officer.

At the completion of a trip for which a travel advance was made, the reconciliation of expenses accompanied by appropriate documentation shall be presented to the Board Treasurer for approval. In the absence of the Treasurer, the reconciliation shall be presented to one of the other Board Officers. The Board Treasurer shall submit documentation of his own expenses to another Board Officer for approval.

The Board Chair will regularly receive a record of Board Member attendance at conferences.
